We do not publish a warrant canary for France. That is because the law there does not allow the kind of statement a canary makes, not because this page is being used as a warning.
Why there is no canary
Due to local regulations regarding telecommunications and national security, we are legally prohibited from publishing secret government data requests in this jurisdiction. Doing so, even indirectly via a warrant canary, may risk severe legal or criminal penalties for our local staff. Therefore, no dynamic canary is published for this jurisdiction.
Relevant governing legislation includes the Code de la sécurité intérieure (Internal Security Code) and the Loi Renseignement 2015. Book VIII (Intelligence): Mandates strict confidentiality for state intelligence-gathering techniques (interceptions of security). The Loi Renseignement grants the government broad powers to issue administrative data requests with absolute secrecy. Removing a canary to signal an ongoing intelligence operation risks severe penalties for obstructing national security or 'tipping off' targets.
